From the point of FAA or EASA the aircraft re-covering is considered a Major Repair or Major Alteration.

Avisory Circular AC 43.13.1B (2B)- Acceptable Methods,Techniques, and Practices - Aircraft Inspection and Repair, or (Alterations) - contains acceptable practices for covering aircraft with fabric.
